Tinai Ltd. Wins Bid To Construct The Savalalo Flea Market

The Savalalo New Flea Market Project, supported by the New Zealand Government with contributions of $12.0 million NZ dollars and $10 million tala from the Government of Samoa through Samoa Land Corporation, reached another milestone last week on Wednesday, May 10, 2023.

The Samoa Land Corporation, the procuring entity, and Tinai, Gordon & Associates Limited, or TGA Ltd, the successful bidder, signed the Project Manager Agreement at this time.  The main goal of the project manager's scope of work is to manage and supervise every aspect of the Savalalo Project, from the pre-tendering to the procurement to the construction to the successful completion of the New Market.

With the Savalalo new market, TGA Ltd has more than 30 years of experience managing larger projects of a similar size. TGA Ltd has also served as the structural, civil, and designing engineers for a number of imposing structures close to Apia's CBD. TGA Ltd has also documented several comparatively positive infrastructure resilience and climate change related experiences, particularly in storm and waste water drainages.  One of Samoa's oldest engineering consulting companies, it is registered as a civil and structural engineer with IPES, Australia, and the United States.  

There were five bidders tendered for the project manager’s position and following the assessment of their bids Cabinet approved the awarding of the contract to TGA Ltd with the winning bidding price of ST$1,118,087.50 including Vagst and subject to withholding tax.

The Tender Documents for the final stage for the construction of the New Flea Market Building will be finalized in a few weeks’ time and the tender invitation notice should be publicly advertised next month June 2023. The timeline for the whole work is estimated to be more than 12 months.
